This web page explains the purpose of an Employment Network (EN). It is a public or private organization—such as a mental-health service organization—that enters into a contract with the Social Security Administration (SSA) to coordinate and deliver employment services, vocational rehabilitation (VR) services, and/or other support services under the Ticket-To-Work Program.

TANF was created by The Personal Responsibility and Work Opportunity Reconciliation Act of 1996, which is commonly know as welfare reform. TANF is designed to help needy families achieve self-sufficiency. It is administered by the U.S. Department of Health and Human Services, Administration for Families and Children.

The Ticket to Work Program provides most people who receive Social Security benefits (SSI, SSDI) more choices for receiving employment services.

There are 104 Work Incentives Planning and Assistance (WIPA) Projects across the United States and its territories. The WIPA projects work with Social Security beneficiaries who have disabilities. WIPA helps people who receive SSI or SSDI with job placement, benefits planning, and career development.

The Work Opportunity Tax Credit (WOTC) program and the Welfare-to-Work Tax Credit (WTW) program are federal tax credits for employers who hire individuals from target groups of disadvantaged job seekers.
