Assertive Community Treatment (ACT) is a widely researched service-delivery model for individuals with severe and persistent mental illness, and co-occurring substance use disorders. ACT clients benefit from individualized and comprehensive care from a multidisciplinary team of trained mental health professionals delivered in the home or other community settings. ACT’s recovery-oriented services are targeted to those who exhibit the most severe mental health and substance abuse symptoms. These individuals have significant social functioning challenges and needs not well met by a traditional service delivery approach. Staff working on ACT teams require consistent, high quality supervision that addresses both mental health and co-occurring substance use disorders in the context of the full ACT Model.


The Dartmouth Assertive Community Treatment Scale (DACTS fidelity scale) helps organizations implement and assess treatment reliability to the evidence-based practice of ACT. The results of the DACTS fidelity reviews can be utilized by the supervisor with team staff and other key organizational leadership to plan for program improvements. Part I of III of ACT Fidelity using the DACTS will cover critical ACT Model ingredients, and provide an overview of the process and procedure of an Ohio DACTS fidelity review. 

Learning Objectives

  • Describe the ACT Model and the evidence for its use with individuals with severe mental illness and substance use disorders.
  • Discuss the DACTS Fidelity review process for Ohio ACT Teams serving individuals with mental illness and substance use disorders.
